Notes on Plunder by Fermin S. Salvador
More than fifteen years ago when Republic Act No. 7080, as amended by Republic Act No. 7659, otherwise known as the Anti-Plunder Act was enacted by the Congress of the Philippines, there were some legal pundits who readily commented that this will be another one of those “useless” laws being created by our genius legislators. And there was logic behind such a sardonic reaction. In a kind of country like the Philippines where everything could be literally bought, justice not excluded, what is the chance that someone armed with a treasure cache valued at no less than FIFTY MILLION pesos (P50,000,000.00) could be nailed for committing something so technical and least understood a crime as Plunder?
